How to stop gerrymandering

Congressional redistricting for all states should be controlled by a nonpartisan, interstate commission made up of election officials from all 50 states, and should adhere to the principle of geographic integrity, which requires that district lines make as much geographic sense as possible, given the need for districts to be equal in population. When periodic redistricting is necessary, district lines will be adjusted in a way that will cause the minimum of disturbance to the communities and the voters of the respective districts.
